The Senior Councilor is the Legal representative of the Organization. In addition, this position is in charge of leading and coordinating the chores of the Council of Government. The mandate of the councilor involves: the empowerment of independent justice, the establishment of the National Indigenous Guard, the organization of meetings in order to assess the results of the achievements reached among indigenous peoples and governments, and the implementation of measures to protect, rescue and retell the history of the struggles of indigenous peoples, and their leaders.

At present, Luis Fernando Arias is the senior councilor of The National Indigenous Organization of Colombia, he is the indigenous leader of the Kankuamo community.
